    A MIDDLE PATH THROUGH ASL REDUCTION:

    Fiscal restraint often creates pressure to reduce Average Staffing Level across the Australian Public Service. But conventional responses can remove capability at the very moment agencies most need to retain it.

    This discussion paper considers whether voluntary part-time work could provide a middle path: reducing ASL and salary expenditure while preserving institutional knowledge, specialist expertise and workforce connection. It also examines the conditions required for such a model to work—including genuine job redesign, cultural legitimacy, stronger management practice and careful evaluation.
